Byes go to the top seeds, always. That is not a courtesy — it is what keeps the bracket balanced, because giving a bye to a low seed puts two strong teams in the same quarter and the draw stops meaning anything. With 11 teams in a 16-bracket, seeds 1 through 5 sit out round one.
